Bill Clinton

There is a statue erected in Prishtina of Bill Clinton,  president of the US of A at the time of the wars here.   I am wondering at the white stuff on his head.  Bird ka ka?  Or was the sculptor making a comment about Monica Lewinsky's little affair?
